Have not been fixed inserters couldn't insert fuel into locomotives.

I do not know what is the opportunity, but now I can supply fuel to the locomotive. There may be some small bug.

When I reset the inserter it started to work.
It will not work until inserting the inserter.

replace the blue inserters and it works again -
I tested it with your save file also with a burner inserter. All lights green

If you loaded your save(s) in 0.15.7 the inserter won't start loading until the train comes and goes or you rotate/rebuild the inserter.

Fortunately trains do that quite frequently as they drive so it will self-fix in almost every case.
