crash on startup "Render to texture not suuported"

I'm having an issue trying to start up factorio. On load it give a blank white box with "failed to load icon, loading from (file path)!" on both my steam and independent installs. I've reinstalled the driver for my graphics card fresh twice now, any suggestions?

Try to open Factorio properties in Steam library and set launch options to
