biters not following evolution

I play on a multiplayer server with a friend and we noticed the evolution was not giving us ideas what biters would spawn, maybe we're not understanding how to read it but it was .2270 and we already got attacked by a medium biter, not much, but that means they'll spawn now. On the wiki it says they don't spawn until at least .35. we didn't even get small spitter spawns yet, and they spawn at .30 before mediums... btw this is on version 0.15.6

I can confirm this for singleplayer - when I was eradicating some nests in early game, mediums started appearing somewhere in 0.20-0.25 range.

The numbers have changed I guess.
