[0.14.22] Stack inserters get stuck when loading rocket fuel

When I switched my blast furnace production lines to use rocket fuel all the (stack) inserters eventually get stuck trying to load rocket fuel into the furnaces because they try to "overload" beyond the maximum of 10. Since the furnace doesn't get loaded with materials it never burns any of the fuel, and so everything just stops. See attached screenshot.

Expected cause: stack inserters are not aware when grabbing that the materials will not fit into the fuel slot. The entity runs low on fuel and they will grab a full stack of rocket fuel but since the slot already has some left, they'll just sit around holding on to the excess and be stuck forever.

I'm obviously using a heavily modded game but this happens in vanilla too! I tested with a steel furnace and a fully upgraded stack inserter grabbing from a requester chest.

Can not reproduce in vanilla with steel furnace, please provide specific steps to reproduce or a save file in which an inserter will get stuck soon after.

I can reproduce.
place down any burner entity. Fill entity with fuel from box using stack inserter. Keep removing fuel from entity using right click (take half stack) and it will eventually pick up too many items.

This is a side effect of how inserters work.

If you want to prevent it - update to 0.15 and use the "override stack size" option on the inserter.

Isn't the max stack size in an assembler supposed to be set so that this doesn't happen? Or does that not apply to furnace type entities and fuel?
