Some people on ColonelWill's stream say disabling Steam's cloud sync solves the problem....

Unchecking the steam cloud sync seems to be a workaround. You find the settings in

Steam > Settings > Cloud > uncheck the first one

Same Problem win7 x64
Modfolder is empty now and got renewed on start.

I was just looking in Steam and was really happy seeing .15 released. But its not tuesday yet, so im not upset

Need to go to work now anyway. Hope it will be fixed soon.
Im going to prague for dancing one week on wednesday. Maybe i should visit and help you guys

This is correct.
Moving saves is not necessary.

when you upgrade a splitter, instead of having its contents move to your inventory, they stay in the new splitter

Yep. Downloaded from Steam and launched normally. I am playing with Steam "offline". Doubt that makes a difference. I assume many people have it working, they are just to busy playing to post...

Yes this solved the ROOT.other error for me. just unmark this option and launch.

I have the exact same issue
Same issue, win10 x64, Steam.

Mine isnt updating on steam, does it not update for everyone at the same time?

Try restarting steam. And check you have steam set to update to latest experimental release
