[0.14.21] Loco fuel is not completly filled

In the attached save I stand nearby a locomotive that is not completely filled with coal, even if
- there is space left for some coal to refill.
- the requester chest contains enough coal.
- the inserter condition is true (lamp is green, difficulty to see).
This caused on my (large) map, that trains run empty of fuel (in very, very rare cases).

I guess it's cause the last stack is not coal but solid fuel. If I pull the solid fuel out it refills as normal. I think the condition for the inserter to insert is not quite correct for that case.

The inserter has solid fuel in it's hand and is trying to insert it into the locomotive but can't because there's no more room.

Sorry, I did't see that, cause the train was in the way and I thought the last grab was coal, cause the chest was out of solid fuel.
