Inserter Logic Circuit Change?

I just came back to this game after a month or two break and I find that the inserter now works differently when hooked up to a belt. In the past I was able to set the condition on the inserter to only release when the belt was empty. Now there is now way to set any side of the equation to a number. The signal number one does not work the same way. Do we need to use a combinator now to make it work?

Or I should say, I thought I checked that but obviously I did not. In the past I always set up my formula's with the number on the left. Not sure why it is not available on both sides of the formula. In the combinator it is available on both sides.
