During a test of belt balancing, I found that some of my belts became decompressed when they should not have been able to. Here, there's a fully saturated belt going in, and a fully saturated belt going out, but there are places in between where the belt is NOT fully compressed. I've only tested it with blue belts so far to make sure it wasn't any of my mods that caused it. This is in a vanilla game, no mods. I am running in sandbox mode.
1. Set up the belts as shown below.
2. Let it fill completely.
3. Remove the input of new belts to make it a loop.
4. Remove some items from the loop by being on them and pressing 'F'.
5. Notice how part of the belt-length is no longer fully compressed.
Sometimes, step 4 needs to be repeated 1-3 times.

There is no rule that guarantees you full compression with your setup. If your setup does not provide the results you want, change the setup.

In any case there is a good probability this is fixed with the new belt system
