I have set the blue inserter below the pop up to load the robot port only when the system has less then 50 construction robots.
Anyhow - the inserter continue to work moving the robots flown in from the red box below - any hint where I'm mistaken?
I have enclosed the half baken factory for the experts to have a look at - the problem is at the very top

What I Think that you want is for the inserter to craft robots if there are less then 50 in the network. The Inserter cant read the amount of robots in the roboport with that setting. And also it is a bit weird to put it in provider 5 tiles away from the requester.
This is what you should do: put the assembler next to the roboport with one inserter in between and connect up said inserter with wire to the roboport, then tell the roboport to output robotcount to inserter. Done.

The 5 tiles away are set only for presentation purpose - the roboport will of course be located as far away as possible - as soon as the discussed inserter problem is solved.,
I don't intend to read the content of the roboport itself but, as my understanding of the picture shown tells, I should read the content of the whole amount of robots within the given network. And the insertion should shut down as soon as the threshold of 50 is reached. What it fails to do,.

The inserter cant read the amount of robots in the roboports from the logistic network, you need wire from roboport for that.
You can keep the system that puts into provider chest because that works fine, but add my inserter between the requester and the roboport. That should work fine.
ps: is the problem with assembler-->provider or requester-->roboport? I have assumed roboport because that inserter is stuck...
