[14.21] Crashed in C:\WINDOWS\system32\d3d9.dll on start

I downloaded the x64 zip file and installed it to a flash drive.

As soon as I try to run the .exe I get an error message saying an unexpected error has occurred.

I have no save files and have tried running as administrator and compatibility mode for 7, 8, 10, and vista service packs 1/2.
