This bug is visual only, not critical and doesn't influence normal game-play.
Details:
Mousing over the build ghost(the see through sprites for construction-bots) of either concrete or stone slabs will prompt a text in the info-box at the top right of your screen.
This line of text is longer than the info-box is wide and forces it slightly wider.
Making this box wider also changes the size of the mini-map, the row of buttons(trains achievement etc. buttons) and the research box.
This only happens with these specific ghosts, all other ghosts(to my knowledge) do not influence the size of the top right info-box or mini-map.(requires investigation)
Moving your mouse away from the ghost sprite will return the info-box and everything else to it's default size.
Normal behavior is the info box becoming longer, not wider.(as far as I know)
How to reproduce:
1) Obtain some stone slabs or concrete
2) Hold shift and place concrete ghosts
3) Move your mouse on and off the ghost images
4) Look at the mini-map and info-box
5) Behold size changes of UI
Notes:
My resolution is 1920x1080, have not tested in other resolutions.
Tested in an un-modded save to make sure it wasn't an mod issue.

That's not actually a bug. At no point have we said the right pane doesn't change sizes.
