Sometimes two toolbelt bars doesn't seems like enough, although three seems excessive.
My suggestion: When certain items are bound to a toolbar slot, shift-mouse wheel while holding the item swaps it with the next type in an ordered list (red belt, yellow belt, blue belt) if the item is in the player's inventory.
Select yellow belt, shift - mouse wheel up: It's swapped with red belt if you have it, blue belt if you don't, not swapped if you only have yellow.
This way you could assign 1, 2 and 3 to belt, underground belt and splitter without worrying about the different types of each item.
This could be done with:
Electric poles/Substations
Inserters
Assemblers
Furnaces
Combinators?
Edgy bonus suggestion:
'Toolbox': Basically a blueprint book for held items. Takes up as many inventory spaces as it has inside, maybe a couple less? o: When it's selected the player can scroll through the contained items using shift - mouse wheel.
Essentially a customisable version of the idea above. Now I think of it maybe a better idea. Maybe they are both awful ideas :/
