"Could not move file 'factorio-current.log'..." We need a way to change the appData directory for servers, as there's major conflicts with the steam client (server replaces autosaves which steam is also replacing) and it completely prevents an actual client from running on the system.
Using the set APPDATA method in batch files has no effect.

This may have already been reported, however there's no way to actually search for the title of this issue as the search feature on the forums is also bugged; "Could not move file" gets incorrectly translated into "+could -move +file". "not" is a word, not an operation!

Also, what command is used to shut down the server...?

Can you not simply change the user data directory like you do in the .zip install?!

Turns out you have to make a copy of the config-path file, in the same place as it but as just "config", the copied factorio install will then proceed to actually use its own folder for the server.

However the forum bug and the server's lack of a shutdown/stop/exit command are still major issues that need attention...

edit; and the server had crashed, steam replaced the autosave files and now the entire world nolonger exists because the server never saves to the original...
