Is there a way to limit the items an inserter grabs? Because it grabs N (with bonus) and only grabs the *next* (or actually a different) item when its arm is empty.
Limiting the requester chest that holds the items to load onto the train is useless too, since even if a requester requests *1* item, bots deliver as many items as they can carry if the provider chest has that many.

Not in the vanilla game anyway, don't know if there is a mod that will allow that. I assume you are trying to load multiple specific items into a cargo wagon where all the slots are reserved for specific items. As far as I know the best way is to have a separate chest and inserter for each item. One thing you can do is double the number of inserters by using long handled inserters like this:

very clever Mr.Tact. one stop for up to 24 different items per car.
you can limit an inserter bonus from the ground or belt (not chests/cars) by attaching a wire from the inserter to an empty pole.
then set it to enable condition if *everything = 0. it will pick up one item, then it's forced to drop it before grabbing another.
another option is to not research 'Inserter capacity bonus 2'. which will limit stack inserters to 3.
wish they would just drop the non-stack inserter bonuses. more headaches than they are worth.

I also just had an issue with multiple items per requested chest. The chest had the items but they didn't get loaded even when the slot in the train was empty. I did notice the overstocking with stack inserters earlier, but I'm not sure if that's related. As soon as I made one chest per item it was loaded. (Sadly, there are no filtering/stacking long inserters... for this problem, that's not something we need, but hunting for a mod I now must anyway
