Background:
I use Steams In-Home Streaming alot to play on my notebook, downstairs computer or through Steam Link on our TV.
Bug description and how to recreate:
Using In-Home Streaming on Factorio causes the the whole picture to blink on and off, about once per second.
What I've tested:
Setting --force-opengl
Setting --force-d3d
Using all VRAM and low VRAM
Streaming from computer with Nvidia GTX 960 (2G VRAM)
Streaming from computer with AMD Radeon 390X (8G VRAM)
Streaming to Steam Link
Streaming to AMD Radeon R7 series APU
Technical extra info:
The computers have i7-4790K CPU, AMD 8350 8-core CPU and the notebooks AMD A8 APU.
Compared games that work fine (I've not seen another game yet that does not work):
Prison Architect
Witcher 3
Dark Souls III
Cities: Skylines
Stellaris
Big Pharma
Salt & Sanctuary
Some of those games are comparable graphics wise, others are not.
Last tested version with bug still:
0.13.8 (experimental)

"Whole picture" Does this include the mouse cursor or Steam overlay?

Extra info in response:
Only the streamed display picture is blinking, not the hardware mouse cursor.
It is the same if running the steam streaming window in fullscreen or windowed mode.
You can test this reliably on any computer, you do not need steam link, just use the same steam login on 2 computers on the same LAN, choose stream from the second computer.

Does the problem persist? I have tried streaming between different computers in our office and didn't have any issue.

This issue that I put here was recently resolved by a steam update.
