Can't connect to some multiplayer games

I am trying to connect to a friend of mine, who is hosting a server from the game itself.
We have the same game version & mod versions, and i have checked my firewall & made exceptions for the game it self and the port.

I know it is a problem on my end, as several people are able to connect to him.
Another issue ( maybe it is related ) is that when i create a multiplayer game i get the error: " Failed to determine external IP adress. Other players might no be able to connect."

I am really not sure how to fix the issue, so any help i appreciated

I'm guessing that this is what causes all the trouble. I sadly don't know how to fix it though.
