Why is this train being stupid?

Challenge: Design a minimal train network where the signals are such that the train always finds a path but never reaches its goal.

You have to show a bit more. It's hard to make out but which signals are connected to the wires and how are they programmed?

From the picture it looks like the train has a green light right to the station. Why isn't it taking that path?

It is.

I've set up circuits so that as it approaches a path it is disabled and the other path becomes available. So it is always recalculating to go the path it just passed and never reaches the train stop. There's a detailed explanation in the link, 4th post down I think.
