[Rseding91] [0.14.16] Mod not deleted

I was adding and deleting some mods to my modset and noticed that mods that I "deleted" weren't actually deleted.

Steps to reproduce:
1. Delete a mod
2. Click "Install mods"
3. Click "Back" or install a mod as I did
4. Notice that the mod isn't deleted

Well yes, you can't do both at the same time. To delete a mod the game has to restart and to install a mod it has to have the mod deleted.

I'll disable the install/update mods button while mods are pending deletion.
