Well there was some big discussions about restricting mods to only one Factorio version but the main reason is that there are big changes ongoing in the mod api which make some mods basically not working in an older version of Factorio because the functions don't exist.

If you wish, you can install the 0.14 version - also via Steam - it's very stable at the moment or you will wait - it shouldn't take long any more until 0.14 stable release.
