[14.12] Dedicated server join issue

Small issue I am having, I set up a dedicated server on a machine that I rent from OVH and I can join the server just fine no matter what method I use. However, my buddy that wants to play can not connect at all. The server sees him, but he gets "can not establish network communication with server". The server is also not prompting him for a password, even though it does for me. I have to run out and do some errands today, but if more info is needed please let me know. Sorry that I did not give much, in a bit of a rush

If you are playing with mods, then try without them.

So if I remove all mods he can connect fine, but what has me stumped is that I can connect fine no matter what. We also found that if he keeps trying, it will eventually go through. I've seen a lot of odd connection issues, but never something like this. Not really sure where to go from here, we tried going through each mod and removing them one by one, but there did not seem to be any relation to a single mod causing the issue...

test with 14.14 as it improved the issue - else wait for 14.15 since they added support for application based packet fragmentation.
If you play you will find at some point find that that you cannot continue once that map is large enough ( like we did today )

I set up a passworded, modded server (debian headless) yesterday as well, and one player keeps being dropped and having the same issue trying to re-login. Myself and two others were not being dropped at all, or failing to login. Is there anything we can do to find out what exactly causes it? Removing all mods would obviously defeat the purpose of wanting to play with a mod pack
