Old, flawed design
A buffer design for a 4 lane setup that (assuming non-full/empty buffer):
It's challenging to find a compact solution that fully saturates the output when running only off the buffer, but this is quite close.
The reason I'm using fast inserters is to create a "natural" balancing. With red belts and 3 items stack size for fast inserters the first 6 chests will receive most items, sometimes the 7th will receive some. It is not a good idea to implement balanced loading across all chests, this will cause the input to be slowed as the items will occasionally hit the end of the buffer input belt. If you do implement balanced loading, I would recommend that you keep 2-3 inserters at the bottom of the buffer input that catch the remaining items (and are thus not connected to the circuitry for balanced loading)

- Keeps input (left side on image) always running at max throughput.
- Keeps output (right side on image) fully saturated when input is fully saturated, and very close to fully saturated when running purely off the buffer.
- Only buffer items when output consumes less than the input.
- Is easy to expand.
- Is a fairly compact design.
