[0.14.5] Game updates don't retain command line settings

Running 64 bit Standalone and use --mod-directory to handle muliple modpacks.
For a game update (0.14.5 -> 0.14.7 etc) the command line resets.
So even though the initial game instance had the mods loaded, upon reset the mod folder resets to the default (Factorio\Mods)

This doesn't occur for Mod updates.

Was a bug in .14.5 Should be already fixed in .14.6 and up.
