The first (bottom) splitter is there to balance out the stone bricks on the belt. The second (top) splitter is supposed to seperate the balanced belt, one heading to concrete production (North) and the other to furnace production (West).
The problem is that the splitter is only putting stone on the left side of the belt heading west, but the one heading North is working. It will only put stone on the right side of the Westbound if Northbound is completely full.
Is this a bug or just my lack of splitter mechanics?

That's how splitters are designed to work. They split per-type per-lane per-output-lane which results in what you're seeing.

I just tried in 0.14.7 and it still doesn't work properly with a compressed belt.

But after the balancing Splitter, shouldn't the bricks on the right lane be split onto the right lanes of both belts?
