Minor issue
Tested with --mod-directory, possibly affects other commands
Start factorio from the command line using "factorio.exe --mod-directory ..\..\mods2"
Use the in game updater to download and install update
Factorio restarts without --mod-directory

Tested with 64bit windows.zip version.14.4 from factorio.com
- clean Installed to E:\Games\Factorio_Web\Factorio_Testing (I also put the shortcut to bin/x64/factorio.exe here)
- shortcut target: E:\Games\Factorio_Web\Factorio_Testing\bin\x64\factorio.exe --mod-directory ..\..\othermods
- for the sake of testing I manually put 1 mod in "othermods" and kept "mods" empty (more_floors_1.0.4)
- entered my user/password, verified mod was active in mods tab.
- Options/other/enable experimental updates
- about/check for updates and update now to .14.5
- restart update successful
- checked mods tab for active mods. only base mod is there.
- exit and mod-list.json is created in "mods" folder

Oh, I see. For some reason I thought you are talking about updating mods, not an entire game.

Fixed for 0.14.6 (that means update 0.14.6 to 0.14.7 will work correctly for the first time)
