So, just as a bit of context, the original recipe already makes sense. The iron ore isn't there for rebar -- it's there because that's a valid way to make cement.
For example, [pulled from wikipedia], Siliceous (ASTM C618 Class F) Fly Ash-based cement is 11% Iron Oxide -- so having the recipe include iron oxide (in the form of iron ore) isn't particularly weird.

I suppose that's true, but natural iron ore isn't blue and copper ore isn't orange. There is also some realistic part in using rebar sticks/frames.
In reality every big patch of concrete uses them to improve the durability , portability and cost efficiency. Less rebar => requires more concrete => heavier => even more concrete.
But the fun part is more important for me here as well.

Now if only there was a mod to make rail use stone bricks instead of raw stone I could remove raw stone from my main bus and give stone bricks a proper furnace line.
