[0.9.2] pipe to ground distance limit weird

When connecting two different pipe-to-ground entities with different max_underground_distance limits, the limit of the current item is enforced, instead of using the max or min of the two items. This means that building the two items in a different order produces a different connection state.

I believe that mixing shouldn't be possible, so we might change the condition that only pipes to ground of the same type can connect.
Now I realised that it would disable some nice possibilities, so It will be min.

Just in case you're willing to change your mind... I think sum would make more sense, in terms of realistically representing the amount of materials/pipes that were invested in the creation of the pipe to ground. One pipe to ground costs 5 pipes (two cost 10), and two of them can span 10 tiles. If you switched to sum, then changed the pipe to ground back to 5 tiles, the current default pipe to ground would still work as expected, while connecting a single pipe to ground to a 1-tile pipe to ground (which only costs 1 pipe in my mod) would allow a 6 tile reach for the 6 pipes invested.
