Well, the inserter before/after the underground belt cant find any place on the belt for more Iron Ore but by the entrance/exit of the underground belt there is suddenly place on the belt.

Yes it is!

Saw that you are not sure if that is a bug or not. I think it is a strange behaviour but it is not a big thing. Does not affect game-play-experience.
