[0.13.15] Massive slowdown when zoomed out.

Just a few days ago my FPS stayed at 60 when completely zoomed out, but today it drops down to 5. Thinking it might have have something to do with 0.13.15, I tried switching versions to 0.13.14 (of which I remember having smooth fps) but to no avail.
Things I've tried:

• - Restarting, both PC and Factorio.
  - Version change.
  - In the config file change force_opengl to false, from true.
  - In the config file change v_sync from false to true.
  - Start a new game (on 0.13.15) but this was even worse than loading a save. It wouldn't run at 60 fps unless I was completely zoomed in.

Through all this my CPU utilization doesn't go above 20-25%, with anywhere from 5-15% going to Factorio.
During this it uses between 1 and 1.5 gb of memory (RAM). I5-6500 & 7870 XT, playing at 1920x1080 (Windows 10 pro).

Please post screenshots with time_used_percent and show_fps activated in the debug menu (F4 > F5). One zoomed in and one zoomed out, at the same location.

My apologies, when I went to take the screenshots my FPS shot back up to normal. Factorio's CPU usage also shot up to ~35%. I have no idea what caused this since I did not reboot since the last slowdown. I can also not replicate the issue by rebooting/restarting Factorio now.
