First of all, I know this one is going to be hard reproduce. And there might already be a report on this, didnt find one.
The problem is the following: Sometimes a more complexer circuit will fail to operate.
The most simple circuit I had this on was:
3 Inserters in remote location on red wire fill a chest as long as the amount of iron plates in the chest is below 200.
I removed a wire and replaced it and it all stopped working. Taking out all iron plates in the chest - the Inserters wouldnt start on the logic anymore.
I also had the cause that the network miscounted, for example, fill 5 Chests to a total amount of 500, but it all worked only if I set the total amount in the Inserters to 700.
Now comes the hard part:
All things go back to normal when I reload a save. That is: Save the game, and load the savegame, everything works. So I cant send anything to help finding the bug.
On the other hand, that is how i know its a bug, not me being stupid.

Oh, silly me, obviously its the Bug cleared in 0.13.14
