My game was running fine with the current official release however when I installed 0.13.15 there was a lot of lag and screen tearing. On the previous version I had v-sync enabled and it ran as smooth as butter. As you know there is no option for v-sync in 0.13.15 within the game so I went into the config file and set it to "true." The game runs very smooth now that v-sync is enabled again. It sucks to have to edit the config file every time I start the game though. Anyway to stop the config file from getting overwritten every time? I guess I could set it to read only, but I'm not sure if that would cause some sort of error.
My laptop specs are:
Intel Core i7 - 3740QM @ 2.7 GHz
32 GB RAM
Dual Geforce GTX 680M in SLI configuration
Windows 10 64 bit
For anyone else having this issue go into Windows Explorer to C:\Users\[User name]\AppData\Roaming\Factorio\config and find the config.ini file. Open it with Notepad and do a search for "v-sync." It is set to false. Set it to "true." Be aware that you must do this every time you start the game.

Hi, v-sync option will be returned in 0.13.16.

just want to share my research results because i had a simliar issue.
My specs:
Sony Vaio Flip 15
Intel Core i7 4500U @ 1.8Ghz
8GB DDR 3 RAM
Nvidia Geforce GT 735M
At save load FPS and UPS are at steady 60.0.
After playing a few minutes, both values drops heavy and the game seems in slow motion.
I googled a bit and found out, that the CPU is clocked down to 0.8Ghz due heat although the temperature don't reach 65°C - this seems to be a BIOS bug.
With this the GPU is also clocked down. This explains the game behaviour absolutly.
There is a tool called ThrottleStop (https://www.techpowerup.com/downloads/2 ... estop-6-00), which disables this behaviour but it's only recommend if you know what you do.
You can destroy your laptop at worst.
My temperatures reach only 67-70°C with this enabled, what is far away from the junction temperature of 100°C but i can play at 35-45 FPS and 59-60UPS.
