Burner inserter not working

I got situation like this:

I have power crisis, yet some burner inserters won't take anything from the belt to fuel themselves and thus can't fuel furnaces. It's standard 10/14/1 setup for each line, so no water shortage or anything, it worked fine for majority of this game so far.

You have them taking from express belts, which can cause them to be unable to grab an item , while still using energy,

You should have only basic transport belts if you want to be certain they will be able to pickup

This might be true, I didn't have thie problem before upgrading belts, but after downgrading them back to yellow belts, they still kept on not working.

If they are empty of fuel, you'll have to fill each inserter burner once before they can start working. Or, if I'm right, you can mine them, and replace them with themselves. Iirc, a burner inserter you place has a minimal amount of buffered energy that allows it to fuel itself from start.
