[0.13.15][Windows] Cannot rotate power switch

Porblem: I ca't rotate the power switch object before placement. It stays in horizontal position. I can rotate other objects just fine.

Attempted solutions (that didn't work):
- Making another one;
- Trying to place in several different spots, including away from power poles;

Configuration details:
- Map generated with the current version;
- Map gen settings: Everything default except peaceful mode activated
- No mods
- Factorio 0.13.15 Steam version
- Windows 10 Pro x64

The power switch isn't rotatable and as such can't be rotated. That's by design.
