No, since last update, downloads seems to work now. (the only weird thing is that the progress bar of the downloads always stays at 0, never moving : so you wait, think maybe the download is blocked, and suddenly factorio reboots and it works...)

The download bar stays at 0 because our HTTP library doesn't provide the progress info at the beginning of a download and it just finishes too fast. Since this doesn't happen anymore, moving to resolved, please report again if it still happens.

So maybe the download bar is useless.
