[0.9.1] Inseters don't take from limited stacks

the inserters don't take items from stacks, that are within the limited stacks.

Hello ssilk, it is fixed for 0.9.2.
To be consistent with the logistic robots.
The limit only applies to input, no automated machine can input to the red part, but they can take out of it.
