[0.13.11] Blueprints with wires work without them

A blueprint that requires wires will 'materialize' them when builds the blueprint even if we have no wires in the inventory.
And the circuit will work correctly!

That's by design. We didn't feel it was worth it to implement a ton of logic just for wires.
