[Pending] Inserters do not pull items from cargo trains into assembly machines

I'm trying to set up an efficient oil rig via train where inserters grab empty barrels from the train, fill them in assembly plants, then toss the full barrels back onto the train, only they don't seem to like grabbing anything needed for an assembly machine from said train.

I'm running on version 0.13.9, and I've tested the setup using a simple chest with empty barrels. the inserters grab just fine from a chest, but won't grab from the train. Most curious indeed. Here's a screenshot of the issue.

So I had changed changed the set-up so that the rails were set two tiles higher, and instead made it pass so that it went filter-inserter placing empty barrel on ground, then fast inserter into assembly, which worked.

However, when changing the set-up back to the original like pictured above so I could sent the save file...it worked as it should have. I'm not sure why it's working now, but I'll attach the save file anyways and see if I can pinpoint what caused it to mess up the first time around to get a more accurate repro.

Are the cargo wagons full or the assembling machines full or the fluid output of the assembling machines full?

If any of those are true, nothing will run until they each have room.

Each cargo wagon only had 30 barrels inserted as this was an initial oil-rig setup.
The assembly machines were each empty save for the incoming crude oil to be barreled.
The set-up as it were worked only if I had a container to the side feeding empty barrels via inserter into the assembly machines, or by moving the tracks so the order went cargo -> inserter -> inserter -> assmebly machine instead of just cargo -> inserter -> assembly machine.

That said...this issue was only happened at that particular instance. When I tried to replicate it later on to provide a save file, it was no longer occurring. I never did manage to get it to reproduce it again, either :/ I'm baffled, but I suppose it's good that it was just a once-off?
