When you press enter the map button in the corner flashes.(noticed it when hopping into my car)

and when you hold enter the map button behaves as if you hold it.

If it don´t work, try clicking the button a few times.

This seems similar to a GUI bug from 0.12.x where TAB and SPACE do stuff with the UI elements.

I can confirm that behaviour. It requires having clicked the map button before. It is does not depend on the key binding of the enter key or the enter/exit vehicle key.

I can confirm that you can highlight and select buttons on screen using tabs and enters:
