[0.13.6] Transport Belt Madness 3 express underground belts

You can't craft express underground belts in the last level of Transport Belt Madness, since they require lubricant.

This one might be simple to fix, what should we replace the requirement with?

One solution might be to put an assembler with lubricant supply at the back of the island.
