[Meta/0.13] Add a message to read forum rules to crash msg.

I've noticed that several crashdumps that have been uploaded here don't give any sort of information outside of the log file itself. I surmise these are from the people who read to upload the dumps to the forum (in the crash handler message box), but then fail to actually read the announcements here (mainly the requests for steps for reproduction, but sometimes the "latest version" requirement is skipped over as well).

I'm suggesting to put a mention that there are a general set of procedures that need to be followed into the actual message issued by the game.

To be honest, I don't think its worth it. Compared to the over all amount of reports that are lacking those are just a small fraction, and even better, they can be dealt with quite fast.
I would rather like a message window when you hit the reply button in the bug forum that reminds you to read it, or change the button to: "I hereby declare I read the instructions and know how to make a report"

Or...a dedicated report site.

Or a button "Submit this report" and it auto emails the devs.

I changed the crash message to please include the save file and steps to reproduce until we can get some kind of proper game crash report system that does it all for you.
