With the way the new train wheels in 0.13 work, could we have a flatbed train wagon with 2 weapon turrets mounted on it, which can rotate and fire at nearby enemies as the wagon is pulled along.

Problem with this old idea has always been that while it sounds cool, it's absolutely pointless. When was the last time you had biter banditos catching up to your 150km/h trains, boarding them and looting all the ore, which could be prevented by having turrets on the train?

Never had biters setting up nests within turret range of tracks.

Hmm. Your train will shoot some of the biters and drive away, then the others attack the rails.
