[0.13.4] circuit network and upgrading chests

Today I started to get my new base ready for robots and started to upgrade my steel/iron chests to passive provider chests. On many of my chests I had an inserter wired directly to it in order to limit the contents of the chest. When upgraded these chests though the circuit condition no longer work, and the inserter would no longer be activated to put items in the chest. It seems from some minor testing that if put a different item as the condition or increase the number it works. It appears to me from these tests that the inserter sets the condition on the chest before it was upgraded to now be the zero state. So if i limited it to a 1000 iron in a chest I would now need to put in a new inserter and make the circuit condition again, or change the condition to 2k iron for it to work the same way

yes looks like the same bug that I had, sorry I missed that bug report

as a follow up I just reloaded my game and it seems like the bug has resolved itself
