When playing with achievements, your main goal is to earn it and then see which one you should earn.
Having earned achievements at the top of the list make it impractical to search the one you want to unlock, I would suggest to put them just before or after the one you can't unlock (red one).

This is the standard way to do it, I'm sorry but I don't consider it a bug.

Having at least a way to retract the achievements you've earned could help a lot
