Fast inserter working like stack inserter. the Fast inserter is puting 2 items on a belt.

FYI inserter stack bonus does that, check it in the bonuses screen or the tech tree. Regular inserters can be upgraded to manipulate up to 3 items at a time this way.

Yes befor 0.13.x a Fast inserter would tack ONE out a chest/Assembling machines and put it on a belt and then go back for the next one and so on, now thay tack 2(stack bonus) and put them on a belt. what is the pint on the stack inserter then?

The stack inserter moves much larger stacks. When inserting to/from belts there is not a huge difference in throughput between a fast and stack inserter (although it does depend on belt speed - a faster belt can empty/fill the hand faster). Generally when taking to/from belts a stack inserter has between 50% and 100% more throughput than a fast inserter.

However when transferring between inventories (assemblers, chests, wagons etc) the stack inserter can be much faster, as it does not have to wait for the belt to fill/empty it's hand.

You should generally use fast inserters, unless it's direct insertion between inventories and the fast inserter is too slow. This will only really happen with trains and with speed module/beacon setups.

Can we have a "Ignore Stack Bonus" Button for the inserters ... now its imposible to get only 5 items in a chest.
