[0.13.1] Train condition "0 seconds of inactivity"

This is only inconvenience, not really a bug, but nevertheless:

Setting train condition to 0 seconds of inactivity is kind of useless, train immediately takes of after stopping, even when using fast inserters to load/unload.

Could we please get like a 1 second condition ?

Its a slider with the step of 5s, or am i missing something?

Could you not build a one sec circuit condition for the train stop?
