Just having a play around in God mode and found that oil is not scaling like other resources. The richness of oil at a distance is very similar to that of the starting area. Below are a couple of screenshots at a distance of 300+ chunks from the starting area.

The settings for oil on this map were all default.

Oil actually scales as well, just less.
