[0.13.0] can't run game after updating to 0.13.0 with Steam

im having a problem launching the 0.13 update on steam. i can run .12 and .12.35 with no errors.
i have tried all the standard steps, but keep getting this error log.

yup, that was the end of the error log. i changed a couple of the video settings in the thread posted above, and was able to launch.
