How do Fish Spawn

I ran a script each second counting fish in a 1028/1028 area around the center of the map, and it kept going up, often by 10 or more at a time. How does this work, exactly?

Did you run the script before or after revealing the 1028x1028 area?

I ran it as soon as I started the game. Does the map slowly generate after starting the game even if you stand there and do nothing? If so, that might have effected it.
