Custom Water Tile Questions

I need to know if I can make a special kind of water tile give a defined liquid other than water


EDIT:
I also need some way to prevent fish spawning in custom defined waters; and to cause damage to any player or biter within a few tiles of it, as well as make it produce pollution.

I feel like a lua script is the only way to do this.
