how to only pickup items that aren't on the circuit network?

Hi Guys,

I have a smart chest with a mix of items in it, and i have a smart inserter and i only want it to pick up items that are not in the chest. How do I do this?

What is the bigger picture here? What are you really trying to accomplish?
