"Incorrect Function" and "Invalid MS-DOS Function" error.

On my pc Windows 10 Factorio does not launch i tried through Steam and also a new download off of the Factorio site. What confuses me is i was able to play it a couple of months ago and now when i launch i get an error saying "Incorrect Function" and i tried uninstalling and reinstalling which didn't work. Also i tried deleting all files for a completely new install but i could not and got the error "Invalid MS-DOS Function". Please help i do not know what to do from here

Compatibility mode is not required and can cause performance issues if used with Factorio.

Maybe it's a x64 exe on a x32 system?
